According to Philo of Byblos from the 2nd century AD, the foundation of Budva is intertwined with the founder of the city of Thebes, a mythical figure and son of the Phoenician king Agemor – Kadmo.
The tale unfolds with Kadmo and his wife, Harmonija, who were banished from Thebes during their twilight years. They embarked on a journey in ox-drawn carriages, eventually reaching the land of the Enchelees, a people known as the "eel folk" and believed to be the oldest inhabitants of the Budva region. Here, Kadmo and Harmonija established a new city, BOUTHOE, which would become Budva as we know it today.
As the legend goes, Budva owes its name to the oxen (BOUS in Greek, VO in the local tongue) that transported Kadmo and Harmonija, once rulers of Thebes, to these lands. According to other sources, it was in Budva that Harmonija gave birth to Illyria, their son.
Yet, Kadmo's youth was marred by a tragic incident, an act he committed that brought upon him the wrath of the gods. As punishment, he and his wife, Harmonija, were, by the legends, transformed into serpents. This captivating myth weaves together the rich tapestry of Budva's history, where the threads of legend and reality intertwine to create a truly enigmatic tale.
